Certificate Of Origin (CO)
The Certificate of Origin (CO) is a document to certify the place of growth, production or manufacture of goods. It is required when exporting to specific countries, when requested by the consignee for customs clearance, or when it's stipulated in a letter of credit.
The CO identifies goods and contains a certification by a government authority, or other empowered body, that the goods in question originate in a specific country. Certificates of Origin can be broadly classified into types, namely Preferential Certificates of Origin and Non-Preferential Certificates of Origin.
The issuance and acceptance of Certificates of Origin is governed by the International Convention on the Simplification and Harmonisation of Customs Procedures.
The criteria used in determining the origin of goods namely:
- Manufacturers, exporters or traders must be registered with Suruhanjaya Syarikat Malaysia (Companies Commission of Malaysia)
Products that are:
- Manufactured in Malaysia and use 100% local content; or
- Manufactured in Malaysia through a transformation process which change the tariff code classification at six (6) digit level; or
- Manufactured in Malaysia and contain at least 25% local content
WHERE TO OBTAIN A CERTIFICATE OF ORIGIN
The Malaysian International Chamber of Commerce and Industry (MICCI) is authorised by the Ministry of International Trade & Industry (MITI) to issue Certificates of Origin for goods exported to any country in the world. They can be applied for at our main office or at any of MICCI regional offices in Malaysia.
Certificates of Origin issued by MICCI are referred to as Non-Preferential Certificate of Origin.
HOW TO APPLY FOR A CERTIFICATE OF ORIGIN

Note: MICCI will only accept applications for endorsement of Certificates of Origin for shipment(s) within a month after the date of export. Applications for endorsement of Certificates of Origin before the date of export will not be entertained with the exception of air-shipment(s).

The Malaysian International Chamber of Commerce And Industry (MICCI) is the oldest chamber of commerce in Malaysia.
It traces its history to the formation in 1837 of its senior ancestor, the Penang Chamber of Commerce and Agriculture. Following amalgamation with the Perak Chamber and the Selangor Chamber early this century, the enlarged Chamber was restructured in 1974 as a company limited by guarantee and renamed the Malaysian International Chamber of Commerce And Industry.
The Chamber is non-racial, non-political and non-religious and endeavours to serve businesses, which have international interests whether they have local or foreign origins.
Practically every type of business is represented among its membership ranging from manufacturing, trading, finance and banking to petroleum and real estate services. To date, 34 countries are reflected in its membership.
The MICCI Secretariat is in Kuala Lumpur and maintains regional offices in Penang, Perak, Johor, Malacca, Pahang and Sabah.
Nationally, MICCI is a constituent chamber of the National Chamber of Commerce And Industry of Malaysia. Internationally, it subscribes to the policies of the Paris-based International Chamber of Commerce (ICC) of which it is a member.
